History
After Endor
In 4 ABY, eight months after the Battle of Endor, Jian Paret received a summons from Ruling Council member Challer instructing him to bring the Black Fleet to Imperial Center. Paret assumed Challer to be acting on behalf of Paltr Carvin, who in turn answered to Ysanne Isard, according to Paret's speculations.

By 5 ABY, members of the Ruling Council included Mahd Windcaller, Sarcev Quest, Burr Nolyds, and Tann Starpyre. Windcaller considered the Council to have become "dull" since the departure of Paltr Carvin and Baron Ragez D'Asta. When the false Kadann threatened to invade Coruscant, Windcaller was temporarily arrested and removed from the Council, but when the attack failed to materialize, Isard had her freed and reinstated.
